The falls occupy a strategic position on the High Rhine, historically forcing merchants to unload cargo and portage around the rapids. Schaffhausen prospered as a medieval transshipment hub, and by the 17th century mills and forges lined both banks, harnessing the hydraulic power. Industrialization brought rail tourists in the 1850s, and Johann Wolfgang von Goethe visited twice, recording the roar as "a symphony of white noise."
